The Workmen's Compensation Commission was established under the Workmen's Compensation Act of 1913 (Chapter 816), requiring employers to compensate employees disabled by industrial accidents or occupational diseases. In 1942, the New York City Department of Investigation, under the direction of Commissioner William B. Herlands, conducted a study of irregularities in the Workmen's Compensation Law affecting municipal employees and New York City as an employer.
